According to the National Highway Traffic and Safety Administration (NHTSA):

FOREIGN TIRE SALES (FTS) manufactured tires that did not have a gum strip or had an insufficient gum strip between the belts or other construction to keep the belts from separating. As a Consequence belts on tires manufactured with insufficient or no gum strips can separate from the tire causing the vehicle to crash at highway speeds. Defective tires are a major cause of car accidents in the United States.

FTS has not provided NHTSA with a remedy or notification schedule. If you think you have defective product including a defective automobile or tire you should check the NHTSA website for further information. Until you know if your tire is safe, do not drive on it. Also remember that many retailers do not even know or care if the tires they sell are defective. Back in the days of the big Firestone recall there were retailers selling back the used tires that had been recalled.
