Tropical Storm Fay never reached hurricane strength before it criss-crossed the State of Florida. That does not mean there weren't homes that were damaged by the winds or driving rain. However, what it does mean is that your homeowner's "hurricane deductible" does not apply.

According to Florida law, the definition of a hurricane in your homeowner's policy must be the same as that of the National Hurricane center. Since Fay did not reach the hurricane status, the limits on hurricane damages in your insurance policy do not apply.
